What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to find and buy upgrades.

Some items have an inherent boo that is less useful when upgraded, such as the Goldwrap which gives additional slots for potion. They are often upgraded to add value to a close-to-perfect or perfect item.
Costs
There are a few costs associated with item upgrades. The first is the cost of performing the upgrade. It can be costly and is dependent on the new ilvl of the item and the number of perks it gets. It is also costly to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).
The second is the cost of the materials required to upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists of Pandaria or Warlords of Draenor Quests. The amount of these materials required is available in the inventory of an upgrade vendor.

Success Rate
Item upgrades are based on a chance, and like every random system, there’s an opportunity that the upgrade won’t succeed. However, there are a few factors that can increase the chance of success. This includes the use of an item known as an Upgrade Pity, or the addition of extra items to the upgrade.
